UNAIDS project “Promotion of HIV testing and treatment programs among the key affected populations and reduction of stigma and discrimination towards HIV-positive people in the medical settings”

Goal

The general objective of the project is to create the demand for testing / treatment of HIV and to contribute to establishment of the accessible and effective systems for support and redress in cases of health care—related discrimination and consequently close gaps in access to testing & treatment.

For the successful implementation of the project, national network of people living with HIV will be directly involved in the planning and implementation of the project activities.

Project period

June 9, 2014 — December 31, 2015

Objective

A joint project of the East Europe and Central Asian Union of People Living with HIV (ECUO) and UNAIDS directed to implementing the ECUO Regional Strategy on scaling-up access to ART in the EECA region in selected countries of Eastern Europe and Central Asia. The project is conducted in the following spheres:
To promote HIV testing and treatment programs among the Key Affected Populations (KAPs).
To reduce stigma and discrimination towards HIV-positive people in the medical settings.

Expected Project’s Outcomes

  • Access to Community based HIV Testing and Counselling (HTC) services for KAPs in targeted countries scaled-up;
  • The awareness of KAPs on the necessity of timely HIV testing and benefits of timely initiation of the treatment is increased;
  • Success of referral (number (%) of new patients receiving care or treatment services compared with people newly diagnosed as HIV positive increased);
  • Reduced the level of stigma and discrimination against people living with HIV by medical workers.

The planned activities are guided by the UNAIDS Treatment 2015 initiative and 33rd Meeting of the UNAIDS PCB.

The proposed activities correspond to the objectives and activities of the UNAIDS Regional Support Team work plan for the period of 2014-2015.

Expected Project’s Outputs

  • HIV testing week events will be planned and conducted in 3 countries of EECA region with an active involvement of PLHIV community representatives;
  • «Do Tell Your Neighbor» Information Campaign will be conducted over EECA region;
  • «Doctor-Patient» Community Advisory Boards (CABs) will be established in Kazakhstan;
  • 25-30 journalists from 5 countries are trained on writing the articles about HIV related issues within the frame of the journalist award establishment;
  • At least 25 articles on the need of testing and early initiation of ART will be published in 5 countries of the region;
  • The analytical report on best regionally available practices and mapping of the legal and policy environment constraints to community-based HTC developed;
  • Collaborative ties between ECUO and European network of community based HTC services established;
  • At least 4 PLWH treatment advocates are educated on algorithm of collecting the cases of HIV-positive people rights violations at the medical settings;
  • The linkages between the PLHIV community organizations and human right advocates/National Human rights institutions (NHRI) established;
  • The policy brief on the situation with stigma and discrimination at the medical settings in EECA region based on the result of the regional dialogue developed;
  • Illustrative cases of human rights violations related to HIV status at the medical settings are published/issued in mass & social media.
